Navy standards are different to commercial standards resulting in a risk to customer acceptance.

Promote understanding of commercial standards and the contract methodology. Where there are unacceptable issues, institute a contract change.

Contractor inability to provide or support vessels throughout the life of the in-service phase of the contract (performance risk).

Actively manage performance under the contract.
