Since the beginning of the PPPs, a number of faults with the bearings on Piccadilly Line axle boxes have been discovered. These asset defects are asset failures that could not be predicted precisely, for which the Infraco would normally bear the risk. But in this case the parties are in disagreement as to who is at risk. Are the parties resolving asset defects issues appropriately?
