A Memorandum of Understanding ("MoU") is in general not a legally-binding agreement (although the parties may agree that certain clauses should have legal effect). It is intended to assist in developing common understanding of the roles and functions of the respective authorities, and to provide for a forum in which issues of common concerns can be resolved.
A MoU may be between Waste Collection Authorities (WCAs), or between Waste Collection Authorities and one or more Waste Disposal Authorities (WDAs).
Entry into a MoU is entirely discretionary, as are the contents of the MoU.
