6  OBJECTIVES

The objectives of the Joint Waste Partnership (the "Objectives") are as follows:

6.1  To enable the Partners to work together to manage waste within [        ] in the most efficient, effective, economical and sustainable manner.

6.2  To work with the Partners on the detailed design and delivery of a waste management solution integrated across the areas of the Partners and as existing contracts expire, where practicable, seek to let new contracts which harmonise with strategy arrangements to enable the development of such an integrated solution.

6.3  To deliver all agreed residual waste and agreed recyclables to transfer/ processing facilities. 

6.4  To as a minimum reach and maintain the levels of county-wide recycling and composting performance committed to in the [            ] Municipal Waste Strategy and to ensure that budgets are made available to maintain this level of performance. 

6.5  To consider evaluate and implement, where appropriate, processes to manage waste from commercial and industrial sources from within and outside [        ] with a view to establishing if commensurate benefits accrue to residents and it contributes to their overall environmental, social or economic well being.

6.6  Prior to implementing any significant changes to their collection methodology or systems, to discuss and report to the Partners the potential impact on the development and implementation of the Residual Waste Treatment Project.

6.7  To increase awareness of waste as a resource and to interact with other interested groups to actively promote waste minimisation and achieve an economically, environmentally and socially sustainable programme of maximising value from waste. To actively promote sustainable waste management through a programme of education and awareness raising in [        ].

6.8  To research the options for a  "Joint Management Board" with executive decision making powers. Without prejudice to a Partner"s right to decline to join such a Joint Management Board, to recommend to the Partners a constitution for such a body and the extent of the executive decision making powers which will be incorporated into the proposed constitution of such a body. 

6.9  To endeavour to fully engage all Partner Authorities.

6.10  To develop a long-term vision and influence the long-term planning needs for waste as a resource. 

6.11  To keep under review the [        ] Municipal Waste Management Strategy and to monitor its implementation and effectiveness.

6.12  To explore all options for the future procurement and delivery of municipal waste collection, recovery, treatment and disposal, including minimisation and reuse. 

6.13  To work with, and support as required, statutory agencies, non-governmental organisations (NGOs), commercial enterprises of all sizes, business, scientific, commercial and voluntary/not for profit organisations and other bodies who are in pursuit of developing, supporting and influencing the future direction of sustainable waste/resource management.
