An appropriate project management structure was established

2.7  The Service established an appropriate structure for the management of the project. It set up a Project Board, chaired by the Service's Director. The Project Board devolved day-to-day responsibility for the project to a Project Team which comprised external professional advisers appointed by the Service together with one of its own staff who acted as Project Sponsor. In addition, the external professional advisers attended all Project Board meetings and had direct access to senior management as necessary.
