This book is directed at capacity builders: those responsible for municipal capacity building and focused on promoting more effective partnerships involving the private sector in service delivery. Depending on the context, actors responsible for capacity building at the municipal level may come from any one of a number of sectors. The book primarily aims to support the efforts of development agencies, professionals, universities and training institutes in their capacity building endeavours; but it is, of course, available for all municipal managers who are keen to extend their understanding, and policy-makers who may have acknowledged the enormity of the task at the implementation level. Like its forerunner in this Municipal Capacity Building Series, it is hoped that this volume will provide a springboard for capacity builders to undertake a more holistic approach - capacity building in the context of broader poverty reduction and local governance. A forthcoming toolkit is specifically directed at municipal officials.
