The debate over private sector involvement has also led to queries about the relevance of private sector solutions in quite diverse economic, institutional, social, environmental and political conditions. This argument quite justifiably highlights the fact that a range of objectives in a range of municipal functions would surely produce a range of solutions, and the approach advocated here acknowledges the validity of this argument and the need for contextually specific solutions to be developed. One of the key purposes of a sourcebook about PPPs must be to explore the range of options that involve the private sector, the range of private sector actors and the role of other potential actors. The trends are changing. While many private sector activities and PPPs used to be forced to fit in with predetermined models (in a 'one size fits all' approach), current thinking advocates creating appropriate solutions utilising a range of actors and options. There is therefore significant potential for producing a wide range of responses. This book responds by prioritising an understanding of the elements before leading into a discussion of contracts. Municipalities themselves must understand the ingredients of an appropriate arrangement.
