Income generation activities

One of the critical concerns of householders signing up to the upgrade and formalisation of services will be their ability to make the required payments. Some alternatives for increasing the rate of cost recovery among poor consumers were presented earlier in this chapter. In addition, the arrangement might consider possibilities for economic development at the micro-level. Changes to the physical environment in poor areas - such as regular water supply or cleared open space (created by the removal of debris) - create opportunities that can supplement existing household assets that are available for income generation purposes. The time women spend collecting water could become a productive asset. Home-based income generation, for instance, may become possible where it was not before. Targeted vocational skills training activities, for instance, could be organised in association with physical improvements. Like the physical service provision, the activities must be demand-led and the partnership arrangement will need to identify appropriately skilled actors to facilitate these activities.
