Municipal officials will have some knowledge of the legislative context of the municipality - its legislative functions and limitations, and where the ambiguities lie. It will also be necessary for nominated officials to develop a broad understanding of the regulatory framework for public-private partnerships (PPPs), particularly the specific regulations and legislations, and those that affect municipal action towards PPPs (described in Chapter 10). It is necessary for municipalities to understand, and obtain advice about, the aspects of the regulatory framework that affect incentives for the formal private sector (e.g., price controls), or the involvement of small-scale providers. They need to be aware of contractual and institutional options for countering regulatory deficiencies.
