External facilitation can act as a catalyst to maximise the learning opportunities associated with PPP design and implementation. External facilitators skilled in PPP operation might usefully work with the municipality to help diagnose problems, weaknesses and skills gaps in relation to partnerships, and create learning opportunities so that these can be addressed in the workplace through on-the-job training in PPP systems and procedures.
