A recurring theme throughout this book is the need to supplement internal staff with external specialists. Specialists must be able to work with key staff in the municipality to devise appropriate systems and procedures for the design and management of partnerships with the private sector. This may require helping staff to interpret, understand and/or modify technical manuals, as well as devising new systems and formats to assist the introduction of new procedures and/or responsibilities.
