Appropriateness of roles and responsibilities

The introduction of PPPs in a municipality will tend to alter the balance of staff and their respective roles and responsibilities. When departmental managers who were previously responsible for overseeing the direct delivery of services become responsible for monitoring, regulating and managing contracts, it is imperative that roles and responsibilities match the tasks assigned. It can be useful for a municipality to undertake a management audit to focus on the following issues, all of which will need to be reviewed in the light of the introduction of PPPs: appropriateness of reporting lines, overlapping responsibilities, spans of control, new job descriptions, work plans, and specifications of work standards.
