In order to enhance municipal capacity to undertake PPPs in an effective manner, it is useful for higher government authorities to relax their control over staff recruitment. This is especially important if the recruitment of new staff is directly related to PPP initiatives designed to reduce costs and/or improve service levels in a tangible manner.
