Structuring a process of attitudinal change

A key step in enhancing the organisational capacity of the municipality will be changing attitudes, and champions of partnerships will inevitably take on this role to enable the process to move forward. One of the keys to attitudinal change is understanding different viewpoints. It is necessary to:

•  identify the scope and nature of the concerns of each municipal stakeholder. (E.g., is their primary concern profit, the size of an international organisation, the need to interact with the poor, or loss of employment?);

•  recognise and validate these concerns (whether group or individual) and the nature of the blockages created;

•  identify the specific benefits of partnerships, or areas of potential mitigation relating to sub-groups;

•  present holistic responses, tailored to particular concerns;

•  outline benefits, adverse effects and mitigating approaches (on an individual basis); and

•  ensure concerns are included in the partnership framework.
