2.47 The demonstration of affordability is, to a large extent, based on the work done to assess value for money. The NHS body should ensure that, where required the financial support for the project from other service users (NHS Boards/ Special Health Boards, Local Authorities & others) is based on the full risk adjusted cost of the deal and that this cost reflects the negotiations carried out since OBC stage.
2.48 The affordability requirement further demonstrates the importance of accurately costing and allocating risk at all stages of procurement.
