Presentation in the OBC/Invitation to Participate in Dialogue (ITPD)

3.15  Within the OBC, the CPAM is presented as the fully costed preferred option. To demonstrate affordability, the OBC should include evidence from the NHS body that confirms that the CPAM is within the agreed affordability envelope. This will be reviewed in Key Stage Reviews as well.

3.16  In presenting the CPAM, project managers should closely follow the requirements set out in the Scottish Capital Investment Manual.

3.17  It is generally good practice for NHS bodies to make details of the CPAM available to the participants as part of the Invitation to Participate in Dialogue (ITPD). Publication of the CPAM ensures that participants have a clear idea of the level and type of service which they will be expected to provide.
