12.2 Good design is one important tool among several to enable NHSScotland bodies to obtain value for money. Whole life costings are vital to PPP, and these are largely determined by design decisions. Hence the impact of poor design is explicitly considered in the PPP procurement process. PPP and design considerations are, therefore, closely linked.
