10. It is expected that an OJEU should generate responses from a wide variety of potential bidders. In order that evaluation resources are used to their best effect, it is necessary to approach the evaluation in two stages:
• A preliminary PQQ evaluation - which aims to filter out obviously unsuitable candidates through a series of "hurdle" questions; and
• A detailed PQQ evaluation - which involves the measured evaluation and scoring of responses as set out in the Annexes 1 and 2.
