Note 1 - It is a requirement that the financial strength and financial capacity of identified key relevant organisations that comprise the candidate (i.e. the named construction contractor(s), FM contractor(s), equipment / IM&T (as appropriate) and equity investors) is fully evaluated. Utilising the information returned at A13, A14, A15, B3 and C3 the NHS Board will review financial capacity across a series of key indicators (i.e. financial ratios, credit ratings, cash position / indebtedness, market based information etc ) in order to rate the financial strength and financial capacity of each member organisation and the Candidate as a whole. For example, NHS Boards could use a financial capacity / financial strength rating ranging from low to high on the basis of analysis of the above noted information. These ratings would then be viewed along side the quantitative scoring derived from the rest of the PQQ areas.

Note 2 - Apart from the different approach to financial scoring the overall scoring system broadly reflects the English DOH position. The removal of the financial scoring and some other minor adjustments leaves the overall total marks at 80%. This is then uplifted to an overall scoring of 90% through the mechanism at Para 23 of this guidance, therefore realigning with the DoH guidance.
