This part of the Scottish Capital Investment Manual (SCIM) provides guidance on the processes to be followed for managing non PPP/PFI Construction Projects after completion of the approvals process including approval of the Full Business Case.
This guidance aims to facilitate the efficient management of construction projects in a manner which is conducive to effective Gateway Review.
There are 3 supplementary documents to the management of Construction Projects, which are in relation to:
• Gateway 3 - Investment Decision
• Gateway 4 - Readiness for Service
It is recognised within the document that 'Frameworks Scotland' is now the preferred procurement route for publicly funded NHSScotland capital projects, and also that the OGC Gateway Review process provides a best practice framework for critical review and key stage checking of major capital projects. It is therefore expected that any major NHSScotland capital investment will use these where appropriate.
