4.2.2  Procurement

At Gateway 3 - Investment Decision, there is a requirement to undertake a review of the process to date and ensure that the procurement procedures proposed have been followed and also consider the forward plan, to demonstrate that the on-going procurement practices proposed in respect of the supply chain are viable and sound. This is a key juncture to ensure that all of the Project Management components are in place including detailed Master Programme, Project Execution Plan, Change control Process and Risk Register, and that the procurement strategy is fully developed and finalised. In the case of Frameworks Scotland projects, specific reference should be made to the relevant Frameworks Scotland guidance.

Contracts will comply with standard terms and conditions and any changes thereto will have been assessed for their impact, legality and acceptability.

Note:

The actual risk allocation between the parties to the contract will be reviewed in the context of the Risk Plan, together with the systems for evaluation, action and revision of the Risk Register.
