114 Projects will want to decide whether to make Project Companies responsible for paying Rates and reimburse as a Pass Through Cost (if Rates are seen as an integral part of delivering available facilities), or to pay Rates themselves and exclude them from the Monthly Service Payment (if payment of rates is seen as an activity that the Board can undertake more efficiently than Project Companies due (potentially) to working relationships with the Council).
