147 Regulators have a role in supporting better governance in partnerships. Traditionally, regulators have worked in separate sector-related blocks. Now they collaborate across sectors more often in order to address cross-cutting issues. This cooperation is important in order to champion the needs of service users, who face a growing complexity of service provision. Regulators need to do more to bridge the regulatory gap. Recent government proposals to reduce the number of regulators to four will help to limit duplication of activity and thus the burden of regulation; it will mean regulators should find it easier to manage the boundaries between their respective responsibilities and to represent the interests of users served by partnerships.
