Using third party feasibility reports along with a number of other credit factors, Moody's develops its own probability assessments in order to answer five questions:
■ What is the global demand in the travel corridor for the proposed highway?
■ What is the expected growth in demand?
■ What percentage of global demand is expected to use the proposed road?
■ What competition, present or planned, does the project face?
■ How much are users willing to pay?
