D. Legislative, regulatory and institutional impediments

Impediments:

• Lack of PPP Law

• Lack of Central TA Fund

• Lack of dedicated PPP cell

• Lack of institutional framework for creating enough PPP projects

• Lack of institutional framework for PPP budget management

• Lack of Standard Contract Documents

Actions Taken:

PSIG revision is under process to incorporate the modalities for PPP budget management, more clarity on PPP project approval process and obligations of Government and changed institutional framework.
