In order to provide professional support for PPP Ad Hoc committee, a working group comprised from representatives of governmental organizations, research and education institutions, non-governmental organizations (NGOs) and private sector representatives was established in December 2008, which had four sections focused: 1) Legal and regulatory; 2) Infrastructure; 3) Social sector; and 4) Research and study.
The research and study group of the working group had directives 1) to assess current PPP environment in Mongolia using UN ESCAPIs PPP self-assessment tools; 2) to document existing PPP practices both in infrastructure and basic services; 3) to conduct capacity assessment (to be supported by UNDP) and 4) to develop recommendations to legal group for their legal and regulatory document developing process
