C.  Assessment undertaken to improve the PPP process and actions taken to address them

To identify PPP readiness in Mongolia document cases implemented through Public Private Partnerships, the Working group of the Parliament Ad Hoc Committee on PPP has agreed to use template documents developed by United Nations Economic and Social Committee of Asia Pacific. The template documents covered PPP readiness self-assessment and Templates to be used for documenting PPP case studies.

The PPP readiness self-assessment was carried out among over 50 representatives of public organizations of Government of Mongolia and international and national private sector representatives.

The documentation of the case studies has started with identifying and mapping of the projects, initiatives and practices in both infrastructure and social and basic services of Mongolia. This work has been carried out under the guidance of the adviser to the State Property Committee (SPC) of Mongolia, followed by extensive meetings, discussions, and consultations with the representatives of Ministries and agencies and Ulaanbaatar city office on practices of Public Private Partnership (PPP), types and applications. As the result of this work, the twenty cases in infrastructure and social services, including education, health and social utility services were documented and description of each cases was written following template formats. The outputs of these work are presented in hard copies and on CD.
