Need for a PPP Umbrella Act to encompass most PPP activities and to provide uniformity in policy implementation Promulgation of the act would also create conducive environment for private sector investment. The act can also guide government agencies in adopting PPP as a strategic development tool.
Need for a PPP Centre as an autonomous entity to provide capacity development input to the employees of both the government as well as private sector. The Centre would also provide technical backstopping in identifying possible projects as well as various studies in the process of project formulation.
