1.  Development stage

Here, the Project Concept Note from line agencies and SOEs will be submitted to PPP centre. The line agencies and SOEs will be responsible for identifying public infrastructure and service needs that can be fulfilled through the PPP project. Upon identifying these needs, a Project Concept Note will be prepared. Projects that are submitted to the PPP Center have to be approved by NEC through:

i.  Inclusion in the National PPP Infrastructure Pipeline;

ii.  An allocation in the National Budget;

iii.  An NEC Decision.

The PPP Centre would then forward the Project Concept Note to Treasury and the Department of National Planning and Monitoring for appraisal against the MTFS, MTDS and future development strategies and fiscal guidelines. Only projects that accord with the Government's development priorities are public goods and have strong potential as a PPP project will proceed beyond this stage. After analysis, the PPP Centre would advise line agencies and SOEs on whether or not their projects qualify as a priority project. If they qualify, then, the project will be included in the pipeline and the project would then proceed onto the Outline Business Case Development stage. This stage would see the PPP Project proposal being developed to a level where it is ready to enter the bidding stage and is presented to NEC to make a decision on approving fiscal commitments and the releasing of the project into the market. However, both Treasury and DNPM will have to concur with the financial commitments before the PPP Centre presents the Outline Business Case to NEC for approval into the bidding stage.
