A.  Sectoral and other relevant policy frameworks and action plans adopted and/or implemented

The years 2008 and 2009 involved a major policy reform effort and advocacy, that of amending the Philippine BOT Law into a more encompassing PPP policy. There were four (4) major House Bills in the Philippine Congress filed toward this end. The same proposed amendment also aimed to establish a central PPP/BOT unit to oversee the development and implementation and PPP/BOT Projects.

At the sectoral level, the key infrastructure sectors - transportation, water and sanitation as well as emerging PPP areas such as health were into sectoral studies and assessments with the endview of defining PPP viability templates for their sectors. These were mostly funded through technical cooperation and/or official development assistance.

The transportation study for example, is being undertaken with support from Japan's Ministry of Trade and Industry (METI).
