D.  Legislative, regulatory and institutional impediments identified, and acted upon

There is a need to reconcile all of the four bills filed separately to amend the BOT Law and establish a central PPP Agency. The BOT Center took it upon itself to provide the necessary technical advisory support to the House Committee tasked to consolidate the said bills.

There is a need to clarify and establish complementary mechanisms in the institutional roles and authorities of the BOT Center, the NEDA, the DOF and other PPP/BOT Agencies. The BOT Center initiated this through its proposal for an inter-agency PPP Advisory Committee.
