Samoa is in the preparation process for a PPP programme to commence within two years. One of the first steps in moving things forward is to establishment a 'Privatisation & PPP Division" within the Ministry of Finance. A revised Ministry structure is currently being proposed to the Public Service Commission for approval. Once approved, the process for recruiting the appropriate staff will start.
Below is the long term action plan for the new proposed Division.
| Strategy | Actions | Who | When |
| Strategy 4:1:1. Review legislation to facilitate PPPs | 1. Complete a high level scan of the opportunities for PPPs within all government Ministries and SOEs. It would be expected that this scan will identify PPP opportunities of different scale and complexity and in different sectors which could impact on the task in (2) below. | MoF | Dec 2011
| 2. Complete a review of existing legislation to determine whether there are any gaps that would hinder the utilisation of PPPs.

| 3. If gaps are identified, complete a recommendation on how those gaps can be closed i.e. summarise legislative changes needed, who would be responsible for drafting changes and timing. |
| June2012 |
| 4. Create a list of possible PPPs that may be feasible with little or no legislative change. |
| June 2012 |
| Strategy 4:1:2. Review enabling environment for PPP | 1. From the high level list compiled in (1) above identify any gaps in the broader business, political or institutional environment that might hinder or assist the implementation of PPPs. | MoF | June 2012
| 2. Prepare a Cabinet paper summarizing. |
| Sept 2012 |
| Strategy 4:1:3. Review of public sector activities for privatizations | 1. MOF (SOEMD) to establish a joint review team with relevant Ministries, including PSC. 2. The joint review team will draft a terms of reference for the review 3. Submit the terms of reference above to Cabinet for approval. 4. Complete the review for the prioritised departments initially, summarizing the findings in a time-bound action plan for privatising the selected public sector services. | MoF | April 2011
| Strategy 4:1:4. Build up Capacity to undertake PPPs | 1. Submit a proposal in the 2008/09 MoF budget to establish a PPP unit as part of the SOEMD together with funding support for 3 additional FTEs who would form the PPP unit. 2. If (1) is approved, prepare a business plan for the new PPP Division including skill requirement, work plan, detailed budget and operational guidelines. | MoF/SOEMD | March 2011
July 2011 |
| Strategy 4:1:5. Undertake PPPs | SOEMD have identified a number of possible PPPs as part of their strategy session. While it is recognised that the formal review of PPP opportunities has not been completed, SOEMD believe that the following should be reviewed as possible candidates for PPPs. | SOEMD | Develop a PPP pipeline by end 2013. |
