B.  Key issues in PPPs that were identified (PPP-Readiness)

The followings are key issues faced:

•  Lack of resources - personnel, funds, local technical expertise.

•  Small size private sector - efforts to attract international investors for PPP initiatives

•  No legislation - need to review the need for a legislation or a Government Policy is sufficient for the Ministry to implement a PPP programme. (Note, the Privatisation Programme is driven by Government Policy).
