The Base Payment is calculated based on a rate per tonne, which is applied to all tonnages of Contract Waste Accepted in a Contract Year. The relevant rate per tonne steps up as the Facility(s) are commissioned. The Base Payment is subject to a minimum tonnage provision, below which the Base Payment shall be calculated as though the tonnage of Contract Waste was equal to the Minimum Tonnage.
