4  THE JOINT COMMITTEE 

4.1  The Authorities agree to constitute the Joint Committee on the terms set out in the Constitution attached to this Agreement at Schedule 11.

4.2  In appointing members to the Joint Committee, each Authority will include among its appointees, unless there are over-riding reasons to the contrary, the member of the Executive of that Authority who has portfolio responsibility for waste functions within that Authority

4.3  Each member of the Joint Committee shall have responsibility for championing the Project within their own Authority and for securing, as far as possible that any matter which is recommended to that Authority by the Joint Committee for decision shall be considered and determined expeditiously and having due regard to the benefits to each Authority of the joint procurement and implementation of the Project

4.4  The Joint Committee shall delegate such operational functions to the Project Team as specified in Schedule 1.
