5  JOINT COMMITTEE COSTS AND EXPENSES

5.1  The administrative costs of the setting up and conducting of the meetings of the Joint Committee shall be met by the Authority from which the Joint Committee's Chairperson is elected each year. For the avoidance of doubt, should the Chairperson be elected from the same Authority in more than one year then that Authority shall continue to meet the administrative costs.

5.2  The other costs and expenses of the Joint Committee incurred in accordance with the Annual Budget shall be reimbursed by the Authorities and arrangements for such reimbursement shall be agreed between the Authorities and reviewed each year when the draft annual budget is prepared by the Joint Committee.

5.3  For the avoidance of doubt the consent of all Authorities shall be required to change the basis on which costs are apportioned.

5.4  The costs and expenses of the Joint Committee for the financial year [insert year] (which will precede the preparation of the first Annual Budget and be a transitional year ) will be reimbursed as follows

5.4.1  Each of the Authorities agrees in principle to pay any costs required to achieve this position as agreed by the Joint Committee.

5.4.2  The costs shall be met equally by the Authorities.
