12.1 The Project Director, in consultation with the appropriate officers of each Authority, shall prepare and keep up to date a draft project Plan, Work Programme and Resource Plan for the Project.
12.2 The Project Director shall present the draft Project Plan, Work Programme and Resource Plan to the Project Team at its first meeting after the end of August in any year and as may be appropriate by reason of any significant changes which they may propose thereto for approval and recommendation to the Joint Committee.
12.3 The Project Plan, Work Programme and Resource Plan for the Project, as approved by the Joint Committee shall form the basis of the Joint Committee's request to each Authority for future budgetary provision and for resources.
12.4 The Project Plan, Work Programme and Resource Plan for the Project, as approved by the Joint Committee (but subject to the approved Budget of each Authority) shall form an instruction from the Joint Committee to the Project Team and to the Officers.
