13.1 The only persons who are authorised to enter any contracts in respect of the Project are:
13.1.1 the Project Director in respect of contracts which, according to the Standing Orders for Contracts of the Lead Authority for Legal Services do not require to be entered by the Head of Legal Services; and
13.1.2 the Legal Adviser to the Joint Committee acting on the written instruction of the Project Director.
13.2 The only persons authorised to communicate with any prospective Bidder, or actual Bidder in respect of the Project shall be:
13.2.1 The Project Director;
13.2.2 The Legal Adviser to the Joint Committee;
13.2.3 The Financial Adviser to the Joint Committee;
13.2.4 The Technical Adviser to the Joint Committee;
13.2.5 Officers or consultants specifically authorised by the Project Director for the purpose of a negotiation with any prospective Bidder or actual Bidder in respect of the Project.
13.3 Where any person enters into a contract or communicates with any prospective Bidder or actual Bidder on behalf of the Project, he/she shall make it clear in any such contract or communication that he/she does so on behalf of the Authorities.
