The Project Director is employed for the Procurement Phase of the Project, and his/her functions shall be as follows:
1.1 To be the principal adviser on programme and project management to the Joint Committee and the Project Team and to the Authorities' members, senior officers and others as required, including provision of guidance and sharing of learning in accordance with the Authorities' procurement strategies.
1.2 To participate as a member of the Project Team.
1.3 To manage to high standards all aspects of the Project and associated initiatives, including budgets, selection and supervision of external consultants and project teams.
1.4 To advise officers, the Project Team, the Joint Committee and the Authorities on the opportunities and risks of identified project policy and strategy options.
1.5 To provide formal and informal written and verbal reports to the Project Team and the Joint Committee, the authorities and officers of the Authorities as appropriate.
1.6 to provide advice, guidance and recommendations on all waste associated issues, including new technologies and industry developments.
1.7 To manage major project risks, ensuring identification, recording and review, and the determination and implementation of countermeasures and contingency plans.
1.8 to undertake research with government, other local authorities, the waste industry, consultants and others as appropriate to the Project.
1.9 To manage stakeholder involvement and expectations.
1.10 To manage staff within and beyond the Project Team, including more senior and external staff as appropriate, prioritising workload and negotiating with management as necessary to ensure that critical tasks are completed within required timescales and budgets.
1.11 To provide all appropriate project management documentation, including that relating to initiation, mandate, project plan, highlight reports, closure and handover in accordance with PRINCE 2 project management methodology.
1.12 To ensure that projects comply with contracting procedures and financial regulations.
1.13 to ensure compliance with relevant health and safety and welfare policies and procedures.
1.14 To ensure that all aspects of the projects are managed in accordance with the authorities' equalities and social inclusion policies.
1.15 To carry out any other duties assigned to the post that are relevant to the scope and purpose of the role.
