The functions of the Financial Adviser to the Joint Committee shall be:
2.1 To provide financial advice to the Joint Committee.
2.2 To participate as a member of the Project Team.
2.3 To undertake the functions which would be discharged by the Chief Financial Officer under Section 151 0f the Local Government Act 1972 and Section 6 of the Local Government and Housing Act 1989 in respect of the proper financial administration of the Joint Committee (in consultation with the Section 151 officers of the Authorities.
2.4 To prepare and submit to the Joint Committee for approval estimates for the Joint Committee's expenditure on the Project in future years.
2.5 To maintain a record of the Joint Committee's expenditure on the Project.
2.6 To take such financial action as may be necessary to give effect to decisions of the Joint Committee.
2.7 Monitoring and implementation of financial allocation mechanism.
2.8 Such other functions as may be determined by the Joint Committee.
