The hub Programme will inevitably involve a consideration of whether improved value for money could be delivered to the public purse through grouping a number of smaller DBFM schemes together to achieve greater critical mass and efficiency savings in respect of both financing and procurement costs. This discussion paper considers some of the factors which will require consideration prior to a decision being made as to whether to group schemes or not. Whilst the factors should not be considered as binary (i.e. "pass/fail") or sequential (i.e. all conditions must be satisfied in order to determine the outcome of the bundling decision) this paper represents guidance to senior project stakeholders in determining their preferred approach. In so doing, this will add to programme/project governance and form a transparent mechanism to aid their decision making process.
