6.  Sources of Project Funding

This issue is particularly relevant to those DBFM projects to be procured under the hub programme. Some factors which may require consideration include:

•  On jointly procured schemes (for example those where projects are being promoted by NHS Boards and Local Authorities) the availability and timing of capital contributions by one of the Participants may preclude projects from being grouped together if this results in a change of planned project delivery timetable;

•  Ability of individual organisations to afford the unitary charge out of ongoing revenue budgets; and

  Grouped projects resulting in individual projects being brought forward/pushed back over budgeting years (i.e. April of each year) resulting in issues with regards individual departmental budgetary allocations.
