The Scottish Government has set out an ambitious agenda to modernise NHSScotland and its' infrastructure. This agenda challenges NHSScotland Bodies to modernise the way in which healthcare is delivered to patients and challenges them to ensure that the infrastructure developed, deployed and maintained is capable of supporting high quality, modern patient care.
Integrated service and capital planning is therefore required to ensure appropriate priority is given to developing modern and innovative systems of care through new and refurbished buildings, equipment and IT.
In this changing environment the Programme and Project Management of infrastructure investment programmes now require:
• The right structures and culture with active top management and SGHD oversight of key programmes and risks
• An integrated approach to programme and project management using an appropriate professional PPM framework and tools to improve rigour and consistency
• The identification and development of appropriate people and skills to match PPM demand at all levels in the organisation
