The successful application of PPM techniques to Programme Management is dependent upon:
• Overall direction and leadership responsibility resting with one single named individual - Project Owner or equivalent, who needs to be accountable for each major programme
• A framework for prioritising and managing resources
• Clear vision of the required change and measurable success criteria
• Active co-ordination of programme's task components
• Clearly assigned responsibility for the delivery of success criteria
• A medium for identifying risk and uncertainty, assessing and managing them to focus management resources where they will provide most benefit
• The organisation having appropriate personnel available with relevant skills and experience to set up, manage and deliver the programme
• Programme management and support structures in place
