It is essential that adequate resources are identified to support major capital programmes. NHSScotland Bodies are encouraged to consider the development of a Programme and Project Support Office. This is a dynamic addition to the project control process and an integral piece of project governance and management.
Although the PPM Support function can be scaled to a single project, for maximum control, quality and financial benefit it should be developed with a remit to support a number of projects. This would then ensure that:-
• A process and audit control framework is applied to all projects
• Resource planning and levelling is done on a programme basis
• Project risks are being managed effectively
• Learning and good practice points can be transferred across schemes
