6.6.1  Gateway Reviews

In recognition of the need for improved control and delivery of infrastructure investment programmes and projects all NHSScotland Bodies will be subject to planning, procurement and project management approvals.

The Gateway Review process is being formally introduced within NHSScotland and will apply, in the first instance to all high risk programmes and projects over £5m and to all mission critical projects.

The Gateway Review process is undertaken for the NHSScotland body developing the programme/ project, not the SGHD. At each gateway stage the Investment Decision-Maker will have an independent assessment on which to assess the robustness of programme/ project in development and its' readiness to proceed at key stages in the programme/ project lifecycle. Successful delivery will be judged, at these approval gateways, not just on objective time and cost criteria but also on the wider subjective criteria of quality and functionality.

Even where Gateway Review is not being formally applied the principles and guidance are extremely useful in allowing NHSScotland bodies to test and assess the robustness of programmes/ projects.

The SGHD will oversee the implementation of Gateway Reviews for all major capital projects.
