The SGHD's ability to deliver programmes and projects is dependent on getting it right at the top and having the right capacity and capability throughout the department and NHSScotland Bodies.
At SGHD level the top team have oversight of all key NHSScotland Capital Programmes. This team require NHSScotland Bodies to set strategic priorities and then manage the risks and interdependencies on their major programmes, informed by a full understanding of the Departments current challenges and capacity.
For each major programme overall direction and leadership responsibility should rest with one single named individual - a Project Owner or equivalent, who needs to be accountable.
The SGHD has a pivotal role in enhancing capacity and capability. It supports programme and project teams, offers advice, ensures appropriate tools are used and disseminates lessons learned.
The SGHD will actively promote PPM methodology and common standards through NHSScotland Bodies. It will facilitate the sharing of expertise and good practice from within and across NHSScotland Bodies. It will give targeted training or workshop assistance to programme and project teams, and assist in identifying skilled resources to projects in need.
The SGHD consider it essential that the skills and experience of the Project Teams are matched to the requirements of the project.
Major complex capital projects should be directly controlled or supervised by experienced, qualified / accredited Project Directors with the required core competencies.
