Governance structures are crucial to enabling the right decisions to be taken at critical stages so that programmes and projects deliver strategic priorities and do not exceed the capacity and capability of NHSScotland Bodies.
The detailed governance and project organisation structure will depend on the particular circumstances of each case, with the application of the below general principles:
• For critical high risk programmes, the Programme Board should be at Management Board level
• Programme Boards needs to be sufficiently small to be effective executive bodies while ensuring that stakeholders are represented
• SRO's and Programme Sponsors need to be appointed for major programmes
