7.8 Technical Project Manager

At the Execution Phase (Gateway 1) all project structures must include the formal appointment of a suitably qualified and identified technical team member as part of the Core Project Team.

This officer will have the responsibility, as a single focal point through the Project Director, to look after the client's interests in relation to the development of the design brief.

This officer will brief and manage other professionals, and be the employer's representative with general powers to act on behalf of the client. The Technical Project Manager however will have no authority under the building contract and cannot issue instructions to the (building) contractor.

Key responsibilities :

• Produce the design brief and construction project plan

• Clarify the work scope, responsibilities and relationships

• Lead and direct the efforts of the design team (in conjunction with the Client Adviser)

• Define the organisational structure and communications plan for the project, including a timetable and ensuring that all adhere to it

• Ensure that appropriate information is available, or causes to be collected, and transmitted between the client body and the other members of the team

• Consult with stakeholders and collate information for the detailed brief

• Monitor resource availability, decision making and progress, performance quality (of external contractors) and document/date transfer

• Ensure that adequate procedures are in place to monitor and control costs, time and quality

• Ensure that the construction is completed and handed over to the Service Users in a managed way
