1.6.1 Experience of delivering PFI Contracts continues to demonstrate that early appointment of suitably qualified advisers by the public sector is vital to success. These advisers should be required to work with SoPCNI 3 (subject to section 1.5 (Implementation) of SoPCNI 3 as the basis for development of the Contract.
